By this petition, this court .is asked, in the .exercise of its original jurisdiction, to issue a writ of mandamus, directed to John S. Verner, as comptroller general, Joseph H. Earle, as attorney general, and J. Q. Marshall, as secretary of State, requiring them to approve the application of the petitioner for a pension, under the provisions of the act of December 24, 1887 (19 Stat., 826), entitled “An act to provide for the relief of certain soldiers, sailors, and widows of soldiers or sailors of the late war between the States.”…
