O’NIELL, Chief Justice.
On the recommendation of the Department of Conservation the Police Jury of the Parish of Tensas adopted a resolution authorizing one David M. Lide to catch and dispose of the predatory fish, or non-game fish, such as gars, buffalos, and spoonbill catfish, in Lake Bruen, for the purpose of conserving the game fish. Accordingly a contract was entered into between the police jury and Lide, by the terms of which he was to pay to the parish a stipulated royalty per pound on the non-game fish that he might sell.
