OPINION

THORNE, Judge:

T1 Petitioner Ron Benson appeals from the Peace Officer Standards and Training (POST) Council's final decision including a finding that Benson had willfully submitted false information to obtain certified status. We affirm in part and reverse in part.

BACKGROUND
