The appellant in this case has, since September, 1923, owned and operated a cleaning and dyeing establishment at 1917 West Vine Street, in Baltimore City. Vine is a narrow ■street lying- between Lexington and Eayette Streets, and appellant’s plant is on the south side of the street between Honroe Street on the east and Payson Street on the west. A joining it is a public garage, and across the street from it are a number of private garages.
