On December 9, 1981, plaintiff, Henry Schioniger, filed a complaint against defendant, County of Cook et al., in the circuit court of Cook County seeking administrative review of an order of the hearing officer, which was adopted by the Board of Commissioners of Cook County (Board) upholding his layoff as an employee of Cook County Hospital.
