KING, Circuit Judge:

The grand jury in the Eastern District of Virginia charged the defendants- — Steven J. Rosen, the Director of Foreign Policy Issues at the American Israeli Public Affairs Committee (“AIPAC”), and Keith Weissman, the Senior Middle East Analyst in AIPAC’s Foreign Policy Issues Department — with violations of the Espionage Act, 18 U.S.C. § 793.
