¶ 1. Patrick Arroyo was employed by Jackson County, Mississippi, as the drug-court coordinator for approximately eight months until he resigned in August 2012. Shortly thereafter, he filed for unemployment benefits with the Mississippi Department of Employment Security (MDES). An investigation resulted in a denial of the benefits based on the conclusion that Arroyo left his employment for personal reasons.
