THIS is an action brought by PICA SERVICES, INC., (hereinafter “Services”) and VINCENT J. PICA (hereinafter “Pica), against JACK C. BEHRINGER, STEVEN DAVID, ERNEST PINTO, and JUNE M. SILVERNALE, both individually and in their capacities as Commissioners of the Port Everglades Authority (hereinafter “Commissioners”). The suit is brought under 42 U.S.C. § 1983, and alleges both a denial of due process and intentional and unlawful discrimination against the Plaintiffs by the Defendants.
