SHRUM, Judge.

This case involves Missouri’s Sunshine Law, §§ 610.010-.030. 1 The justiciable controversy presented by this case is whether the names and addresses of a city’s new utility customers are nonexempt public records that the city must make available for public inspection and copying, except residential customers who request confidentiality. We answer, “Yes.” Another issue on appeal is whether the trial court erred in awarding attorney fees. We answer, “No.”

We modify the judgment so that it addresses the justiciable controversy presented. We affirm the judgment as modified.
