| petitioner Carl Davis, Jr., filed a petition for declaratory judgment and writ of mandamus in the Lincoln County Circuit Court in which he sought a declaratory judgment concerning the calculation of his parole eligibility date and a writ of mandamus directing a number of state officers and employees to recalculate it. On April 17, 2016, the circuit court entered an order that denied the petition, and, on September 13, 2015, Davis filed his notice of appeal.
