This case again requires us to examine the circumstances in which ORS 169.140 and 169.150 obligate a county to assume responsibility for medical services provided to persons in need of medical treatment who are arrested for violation of state laws committed within the county. See also Bd. of Higher Educ. v. Wash. Co., 52 Or App 369, 629 P2d 373 (1981).
