— Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Albany County) to review a determination of the Public Service Commission which sustained backbilling of petitioner’s account. Petitioner is a partnership which owns a multiple dwelling occupied by residential customers at 210 East 58th Street, New York, New York. The premises were managed by agents for petitioner.
