TORRUELLA, Circuit Judge.
Plaintiffs in this case appeal the denial of their motion for a preliminary injunction. The district court denied the injunction on the ground that the plaintiffs failed to show a likelihood of success on the merits of their underlying claims. See Narragansett Indian Tribe v. Guilbert, 934 F.2d 4, 5 (1st Cir.1991). We review the district court’s denial of the preliminary injunction “ ‘under a relatively deferential glass,’ ” and will disturb such a ruling only if we find the court made a manifest mistake of law or abused its discretion.
