This action involves a challenge by Plaintiff European Connections & Tours,' Inc. (“Plaintiff’ or “European Connections”) to the International Marriage Broker Regulation Act of 2005 (“IMBRA”). European Connections challenges IMBRA under the First and Fifth Amendments to the Constitution of the United States.
