In this suit in equity brought in the Circuit Court of Cabell Counity by L. J. Meisel, a resident, citizen and qualified voter of Wayne County, and a freeholder and taxpayer in Wayne and Cabell Counties, who sues on behalf of himself and all other taxpayers and persons similarly situated in the County of Wayne and the County of Cabell, against Tri-State Airport Authority, Frank Heiner, Artie Holley, W.
