This case is an appeal from a decision and order of the Federal Labor Relations Authority (“FLRA” or “Authority”) determining that the National Treasury Employees Union (“NTEU” or “Union”) violated its statutory duty of fair representation by denying attorney representation to bargaining unit employees who are not Union members.
