The claimant alleges that on the 12th of September, 1891, he was appointed and commissioned a paymaster in the Navy, and that he continuously held that office on the active list from that time until the 1st of February, 1891; that on the 18th of April, 1893, he received an order from the Secretary of the Navy to report for duty on the U.
