Defendant Julius Williams (“Williams”) brought this petition pursuant to 28 U.S.C. § 2255 (“ § 2255”) 1 to vacate his sentence under a judgment of conviction in which he was found guilty by a jury of one count of racketeering conspiracy, in violation of 18 U.S.C. § 1962(d), and one count of narcotics conspiracy, in violation of 21 U.S.C. § 846. The Court sentenced Williams to 600 months of incarceration. This term included consecutive sentences of 20 years on the first count and 30 years on the second count.
