This matter is before us on plaintiff’s motion for judgment on the pleadings and summary judgment.

*150Plaintiffs are physicians who, at the behest of the Coroner of Allegheny County, performed a total of 200 autopsies and 249 external examinations of bodies during the period January 3, 1966, through May 31, 1966. Plaintiffs’ claims were presented to the County Commissioners of Allegheny County by the coroner, and the commissioners, on advice of the county solicitor, refused payment contending that the work was not performed in accordance with law.
