Affirming.

On the 27th day of September, 1919, a special election was held at the various polling places, in Caldwell county, for the purpose of taking the sense of the legal voters of the county, upon the question, whether or not the fiscal court, should have the power to issue and sell the bonds of the county, to the amount of $300,000.00, for the purpose of building, constructing and reconstructing public roads and bridges, in the county as provided by section 4307, Kentucky Statutes.
