ORDER

TERRENCE WILLIAM BOYLE, District Judge.

This matter is before the undersigned on defendants’ motion for summary judgment, plaintiff’s motion for a preliminary injunction, plaintiffs motion to amend her complaint, and plaintiffs motion to join necessary parties. Finding no jurisdiction to review the agency action, the court grants defendants’ motion for summary judgment and denies plaintiffs motion for a preliminary judgment. Plaintiffs other motions are therefore moot.
