MEMORANDUM

TAURO, Chief Judge.

Before the court is a petition for a writ of habeas corpus seeking the unconditional release of Petitioner Lui Kin-Hong (“Lui”), who has been in the custody of the United States since his arrest in Boston on Deeem- ber 20, 1995. That arrest was precipitated by an extradition request of the United Kingdom on behalf of the Crown Colony of Hong Kong (“Hong Kong”).

On August 29, 1996, Magistrate Judge Zachary Karol issued an opinion authorizing the surrender of Lui to Hong Kong. In response, Lui filed the pending petition.
