MEMORANDUM OPINION In October 2021, Plaintiff Michael Rowe was assaulted by a group of Special Police Officers privately employed to guard his mother’s apartment building. He brought suit against the SPOs; their employer, PChange, LLC; and the building’s management company, Vesta Management DC, LLC.
