Johnson, Judge:

This is a protest against the collector’s assessment of duty on portions of a shipment of human hair at 17K per centum ad valorem under paragraph 1523 of the Tariff Act of 1930, as modified by the Torquay Protocol to the General Agreement on Tariffs and Trade, T. D. 52739, as manufactures of human hair, not specially provided for.
