OPINION

CONNOR, Justice.

This appeal concerns the 1975 amendments by the legislature to AS 39.50, Alaska’s conflict of interest law which was enacted by initiative.

On August 27, 1974, an initiative entitled “An Act relating to conflict of interest of public officials” was passed by the people of Alaska. Under article XI, § 6 of the Alaska Constitution the initiative became effective ninety days after the election results were certified, that is, on December 11,1974.
