Glendon Energy Company (GEC) appeals from a June 3, 1993 order of the Court of Common Pleas of Northampton County (trial court) which affirmed the decision of the Glendon Borough Council (borough) denying GEC’s conditional use application.

On February 28, 1992, pursuant to the 1987 Glendon Zoning Ordinance (zoning ordinance), GEC submitted to the zoning officer of the Borough of Glendon a conditional use application.1 GEC proposed to construct a resource recovery facility on a 34 acre plot owned by GEC and located in the industrial-office (I-O) district of the borough.
