In the year 1891 the electors of respondent township voted in favor of the issuance of bonds to' raise funds for the purpose of sinking artesian wells in various parts of said township. In pursuance of the authority given by said electors, the township officers, in the year 1891, issued and negotiated bonds to the amount of $3,000, which bonds are known as .the “Shreve bonds.” The township officers entered into a contract with one Mahanna for the sinking of a well, and a well was sunk by this party in the year 1892.
