Plaintiffs filed suit pursuant to the Handicapped Children’s Protection Act (HCPA), 20 U.S.C. § 1415(e)(4)(B), the 1986 amendment to the Education of Handicapped Act (EHA), 20 U.S.C. § 1400 et seq. Plaintiffs are seeking attorneys’ fees and experts’ costs as prevailing parties in an administrative hearing with the D.C.
