Robert J. and Ruth E. Kee et al. (Petitioners) filed an amended petition for review in the nature of a complaint in equity on March 5, 1996, seeking to permanently stop construction that is being performed by the Pennsylvania Turnpike Commission (Commission) to enlarge the Plainfield Service Plaza (Plaza), located on the Pennsylvania Turnpike near Carlisle, or to require the Commission to perform various studies.1 The Commission filed preliminary objections styled a demurrer, presenting questions of whether various particular paragraphs of Petitioners’ Complaint should be…
