MEMORANDUM OPINION Jason Wiggins and his former girlfriend both called 911 over what began as a fight about a metro card. Metropolitan Police Department (MPD) officers arrived at Wiggins’s apartment complex, where they interviewed both Wiggins and his ex. Each pointed the finger at the other.
