Massachusetts Appeals Court

Decided August 14, 2007No. 06-P-859Published

1Opinion of the CourtMcHugh, J.

He claims that Commerce was required to offer him a reasonable settlement for his injuries because it issued an “at-fault” notice to Kiyomi pursuant to regulations implementing the Safe *721Driver Insurance Plan (SDIP or Plan) contained in G. L. c. 175, § 113B. We affirm.
