Hermene Hartman (“Hartman”), formerly a Vice Chancellor of the City Colleges of Chicago (“City Colleges”), claims she was demoted from that position, in violation of 42 U.S.C. §§ 1983 and 1985(3), because of her objections to various forms of improper behavior on the part of her superiors.
