ROGERS, Justice.

Under the provisions of section 14 (g) of article 14 of the Constitution of 1921, the police jury of Catahoula parish issued refunding bonds in the principal sum of $35,-000, secured by one mill of the general alimony tax. This was in March, 1922. In January, 1931, the police jury of Catahoula parish, acting under the provisions of section 14 (e) of the Constitution of 1921 and Act No. 40 of 1922, issued public improvement bonds in the principal sum of $15,000, secured by two-fifths of one mill of the general alimony tax.
