I. FACTUAL AND PROCEDURAL HISTORY

This appeal requires us to answer a conflicts-of-laws question. The case arises from a motor vehicle accident in Pennsylvania on February 25, 2002, involving plaintiff-appellee Rodolfo Garcia (hereinafter “Garcia”), a Pennsylvania citizen, and defendant Timothy Gladney (hereinafter “Gladney”), a New York citizen and New York licensed driver.
