Appeal from a judgment of the Court of Claims dismissing a claim alleging the State was negligent in providing defective and inadequate plans and specifications for a State eon*755stnietion project and in the manner of construction, which contract was awarded to "White Oaks Excavators, Inc., for and on behalf of the State. On August 16, 1951, while the contract was being performed, certain streets in the City of Schenectady were flooded, causing damage to the claimants.
