On October 1, 1989, the defendants, John McCabe, James LeBlanc, and Christopher Rambert, escaped from the treatment center for sexually dangerous persons (treatment center). 2 Before they were apprehended, the Commissioner of Correction (commissioner) initiated this action in the Superior Court in Suffolk County.
