Proceeding pursuant to CPLR article 78 (transferred to this court by order of the Supreme Court at Special Term, entered in Albany County) to review a determination of the New York State Commissioner of Social Services, made after a fair hearing, which denied or terminated Medicaid benefits to each of the petitioners. The petitioners are *870residents of a community known as the Abode of the Message located in New Lebanon, New York. There are about 70 adult residents, termed family members, in the community.
