This case presents six certified questions from the Circuit Court of Monongalia Coun*494ty, pertaining to the .methodology for calculating annual salary increases for deputy sheriffs as set out in W. Va.Code, 7-14-17c (1985). The six questions certified by the circuit court are as follows:

1. Does W. Va.Code § 7-14-17c entitle a deputy sheriff with one or more years of service to an annual salary increase in the sum of $5.00 per month multiplied by each year of service up to a maximum of 16 years service?
