COLLOTON, Circuit Judge.

A grand jury indicted Robert Lee Williams for possession with intent to distribute approximately 42 grams of a mixture or substance that contained cocaine base (crack), in violation of 21 U.S.C. § 841(a)(1) and 841(b)(1)(B). Williams moved to suppress evidence that was seized when police officers opened his pants and reached inside his underwear in the parking lot of a police precinct station. The district court ruled that the search violated the Fourth Amendment, and granted Williams’s motion to suppress. We hold that the search was not unreasonable, and we therefore…
