This case concerns the issue of standing to bring suit. Appellants are registered voters of Dougheity County, Georgia, District 5. They brought suit under 42 U.S.C. § 1983 and 42 U.S.C. § 1973, the Voting Rights Act of 1965, against appellees alleging that the current voting districts are malapportioned, and thus violated their Fourteenth Amendment guarantee of one person, one vote.
