This case presents two questions certified by the district court to this court pursuant to Rule 103.03(i), Rules of Civil Appellate Procedure. The relevant facts are undisputed. On May 20, 1980 the Brainerd Fire and Police Civil Service Commission demoted Chief of Police Wayne G. Hasty to patrolman. Hasty immediately appealed to the district court pursuant to Minn.Stat. § 419.12 (1978) and sought an order to show cause why the decision of the commission should not be stayed pending determination of the appeal.
