KELLEY, Judge.
Doug Kissell appeals from the order of the Court of Common Pleas of Centre County (trial court) that affirmed the decision of the Ferguson Township Zoning Hearing Board (board) which denied Kis-sell’s appeal from an enforcement notice and Kissell’s alternative application for a variance. We reverse.
