I am writing to give the decision of the court in this case. First, I find that the Nelson County Board of Supervisors (“Board”) has not violated the constitutional right to hunt of Orion Sporting, L.L.C. (“Orion”). Specifically, I find that the operation of a shotgun sports center or sporting clays facility is not a constitutionally protected right under the constitutional right to “hunt, fish, and harvest game” in Article XI, § 4, of the Constitution of Virginia.
