Plaintiff/appellant Michael Brooks appeals a judgment of the district court granting a Motion _ For Summary Judgment in favor of the defendant/appellee, the Parish of Jefferson. We affirm.

Brooks filed suit against Pedro Guerrero, Amanda Cabral and their respective insurers, as well as against his own uninsured motorist carrier, for injuries received in an automobile accident.
