Appellee Walter Lander, a long time employee of the Bureau of Mines (“BOM”), Department of Interior, had occupied that Bureau’s top administrative job, Assistant Director — Administration (“ADA”), since joining the Department in 1967. The ADA *155position was classified at a GS-15 pay scale and reported only to the Director of the Bureau.
