I. INTRODUCTION
Petitioner National Labor Relations Board (“NLRB” or “Board”) seeks enforcement of an order issued against the United States Postal Service (“USPS” or “Postal Service”) for violations of the National Labor Relations Act (“NLRA” or “Act”) at three facilities within Albuquerque, New Mexico’s main post office. See United States Postal Serv., 345 N.L.R.B. No. 26 (Aug. 27, 2005).
