{¶ 1} We affirm the judgment in this appeal from the Tenth District Court of Appeals. Appellants, five former student-employees of Youngstown State University (“YSU”), sought a writ of mandamus against the Board of the Ohio Public Employees Retirement System (“OPERS”). One of the few exceptions to public-employee membership in OPERS is described in R.C. 145.03.
