Before the court is the appeal of Gary G. Brown (appellant) from the decision of the Zoning Hearing Board of Manor Township (board).

Appellant is the owner of a tract of land containing approximately four and one-half acres located at 2885 Charlestown Road .in Manor Township. The property is located in an R-A Agricultural-Rural Zoning District as identified by the Manor Township Zoning Ordinance and Zoning Map.
