The following facts are stated in the reserved case:

The town of Meredith is located on the northwest shore of Lake Winnipesaukee. The town has an area of forty-five square miles and a population of twenty-two hundred persons, of whom approximately fourteen hundred reside in the village of Meredith oil the lake shore and the remainder in the rural sections of the town. The town has never had a public sewer system. Sewage disposal in the village section of Meredith has hitherto been and at the present time is met by property owners individually, including the town as proprietor of the town hall…
