I. Procedural History

Richard Powell (“Powell”) brought this action against his employer, the Pulaski County Sheriff s Department (the “Sheriffs Department”). Powell asserts that he was demoted in retaliation for filing previous lawsuits against Appellants Randy Johnson and Charles Polk.
